What big or midsized American cities have the best services for the homeless to get back on their feet?

Just like the title says. Not looking to stay on the streets, beg or wallow around drunk but if worse comes to worse: What American cities would you say are a good place for someone without a home to find shelter, get mental health counseling and stabilize, until they can get on their feet again, hold a job, pay taxes and be a regular joe again?
