What tattoo parlor do you have to be 14 with a parent to get a piercing?

i am 14 and my parents are alowing me to get a monroe piercing but they wat me to do it professionally and legally. most tattoo places by me you have to be 15. i live in minneapolis mn, but i could travel. (1hour) at the most. ireally want to do it this year so could you please help me out thanks.
