How is possible to regain control of a nuclear reactor after it has already started meltdown?

Back in Chernobyl, once it happened, there was no turning back. Are we being mislead or are there techniques now to stop a meltdown? I am having problems believing that these reactors are in control if they are using sea water to keep them cool and if so, how would they ever get the rods out?
