Question about winning lottery?

I know that if you win the lottery you have the option of taking a cash amount for less than the jackpot instead of the annual installments. My question is this, when it comes to the government taking their initial slice of it which is 28% in my state, do the they take 28% of the amount of the jackpot or the lower amount you chose to get the lump sum?
