What drove Frankenstein to create a hideously neglected monster ? Mature answers , anyone?

It wasn't so much that he wanted to create such an ugly, neglected creature. It was more that he discovered the secret of life and his quest for absolute knowledge went totally awry. He was only studying when it happened and fell so in love with his project that he couldn't stop. When the creature is "complete," he sees the hideousness and then leaves.
