Why is my RUN on disabled in START Menu?

I am the administrator of my PC, but the Task Manager seems to have been disabled may be by trojans, worms, etc. Amongst the recommendations to reestablish my Task Manager is the use of RUN found in the START Menu. But, this on is no longer visible. How do I reinstate it?
