Is Bill Clinton the most overrated President of all time?

He basically had nothing whatsoever to do with the economic growth of the 90's and, in fact, opposed almost everything that led to it. It was a cyclical high combined with a tech boom, both of which he had nothing to do with. The government was pared down by the Republican Congress which he said would not work and then only after it was successful he said "the era of big government is over". He vetoed Welfare Reform and then claimed credit for it as a triumph of his administration.
